Champions emerge without being formally appointed. Teams start experimenting. Feedback loops begin to form. Management gets clearer visibility into where energy exists and where it does not.
But adoption at this level is uneven. Some teams are moving. Others are not. Progress is visible but fragile.

What usually breaks at CRL3
Champions carry the load without structural support. There is energy but no governance, no aligned incentives, no process redesign. Progress depends on people pushing uphill and is fragile without organisational backing.
Adoption without structure is exhausting. Champions burn out. Momentum concentrates in a few teams while the rest of the organisation stays passive. Without the shift to CRL4 — where the organisation structurally holds circularity — progress at this level plateaus or reverses.
Why CRL3 needs CRL1 to be real
Active Adoption only works when Shared Understanding is genuinely in place. If people are adopting circular practices without understanding why they matter, adoption becomes performative, patchy, or short-lived.
This is where the CRL2-without-CRL1 failure pattern hits hardest. Organisations that jumped from awareness to compliance without building real understanding find that adoption either doesn't land or doesn't last.
